Do Republicans have "Republican oversight committees" that can stop Obama from doing everything?

Democrats unfortunately have a majority in both the house and senate. Heck republicans can go to every hearing for the next two years vote "present" and every bill that comes on the table will still be ped, Democracy, or should I say socialism, gotta love it.
