Why do certain politicians have a jihad against internet gambling while their own states have lotteries?

I will pick on Jon Kyl of Arizona specifically. He spends a fair amount of his time trying to p laws to keep Americans from expressing their freedom and doing a little internet gambling. Kyl calls internet gambling the "toxic waste" of gambling. However, his own state has a state lottery, whose customers are the poorest people wasting their money on that essentially false hope of instant riches. Where is Kyl's outrage over that? He's never complained about the Arizona Lottery. You don't think it could be because government siphons off a boatload of cash from the state lottery while not being able to do so from internet gambling operations based overseas, do you?
